Since austerity plans were rolled out in 2010, local councils have seen their budgets cut dramatically, with many looking for new sources of finance. Austerity has also hit many of their residents, and mainstream banks are failing to serve the poorest and also those wanting to set up or grow small businesses. Many councils have become more open about their finances and invited citizens to have a say in how their funds are spent.
