Housing is one of the most challenging policy areas, with the latest statistics from the ONS showing that in 2016 households could expect to pay around 7.6 times their annual earnings to buy a home in England and Wales, with the median house price increasing by 259% since 1997.

Housing affordability has worsened in all local authority districts, with the greatest problems found in London boroughs. Council house building is at an all time low with councils struggling in the face of borrowing caps …but there are many ways in which councils can enable and boost the supply of housing in their areas.
